Ask voters how they rate education in the presidential campaign, and they'll place it right up there among their top four concerns. A recent Pew Center poll even shows that education outranked jobs, social security — even terrorism. Education is a good applause line in a campaign speech, because everyone wants to put "children first." But the supposedly key issue won't break through as a top-tier issue this campaign season.
