The Government's "superhead" policy is failing to rescue the worst schools in the country because heads do not make a difference, a report claims today.

Most poorly performing primaries and secondaries go backwards whether or not the head teacher is replaced under the scheme to give them a fresh start, it says.

Even in the independent sector the "head as superhero" model does not work because the strongest quarter have a fixed identity where the personality and quality of the head teacher is "almost irrelevant", according to the study by the Policy Exchange, an independent think-tank.
